The O'Hare Chapter will also be joined by Dan Arnell Belarmino, Senior Stakeholder Liason at the IRS, as he presents on Disaster Tax Relief & Penalty Relief.

Geoffrey ‘Geof’ Brown, CAE, is president and CEO of the Illinois CPA Society (ICPAS), one of the largest state CPA societies in the nation. Brown also serves as president and CEO of CPAs for the Public Interest and ex-officio board member of the CPA Endowment Fund of Illinois.

A seasoned certified association executive (CAE), Brown has more than 20 years of experience as an association professional. Before joining ICPAS in 2022, he served as CEO of the National Association of Personal Financial Advisors (NAPFA), the nation’s leading professional association of fee-only financial advisors, for nine years. Prior to NAPFA, Brown was an account executive with Sentergroup, an association manager at SmithBucklin Corporation, and held multiple positions with North-American Interfraternity Conference.

Brown served as the board chair for Association Forum and is an active member. He is also an active member in the American Society of Association Executives and is a board member for the AIDS Foundation of Chicago and the Association of Fraternal Leadership & Values. Brown earned his bachelor’s degree in government and politics from the University of Maryland.

Marty Green serves as Senior Vice President and Legislative Counsel for the Illinois CPA Society. His responsibilities include working with the Society’s CEO and Board of Directors to launch initiatives related to state legislative and regulatory actions affecting accounting and financial professionals.

Mr. Green also works with state & federal legislators on issues and proposed legislation to best serve the Society’s more than 23,00 members. Previously, he served in state government and worked on public policy issues as an Executive Assistant Attorney General on the staffs of former Illinois Attorneys General, Lisa Madigan, and Jim Ryan. Mr. Green also worked in the administration of former Illinois Governor, Jim Edgar, as Director of the Governor’s Office of Citizens Assistance and as an Assistant to Governor Edgar.

Mr. Green is also a Brigadier General in the Air National Guard–serving as the Air National Guard Assistant to the Deputy Judge Advocate General of the Air Force. A graduate of Western Illinois University and Saint Louis University Law School, Mr. Green was also selected for a White House internship. He served in the administration of Vice President George H.W. Bush assisting the Vice President’s Press Secretary.

Mr. Green is admitted to practice in the state and federal courts and is a member of the Illinois Bar Association. He is the recipient of the Western Illinois University Alumni Achievement Award, is a Past President of the WIU Alumni Association and served as an adjunct instructor for the university’s Department of Health Sciences. In addition, Mr. Green also serves on the Board for the Illinois Governor’s Mansion Association and is a gubernatorial appointee to the Illinois Supreme Court Historic Preservation Commission.

Dan Arnell Belarmino, Senior Stakeholder Liaison, IRS

Dan Arnell Belarmino is a Sr. Stakeholder Liaison Tax Specialist with the Internal Revenue Service. As a Sr. Stakeholder Liaison, he collaborates, informs, and communicates priority outreach messages to all taxpayer communities, including major employers, community associations and tax practitioner organizations to provide significant messages that impact taxpayers to ensure compliance with the tax laws.

Dan started his career with the IRS in 2007 as Individual Taxpayer Advisory Specialist (ITAS), in the Taxpayer Assistance Center of the Wage and Investment Division. While working as an ITAS, he became the lead, on the job instructor, classroom instructor, and worked as a group manager. He moved on to become a Revenue Agent for the Small Business and Self-Employed Division. In 2020 he moved to Tax Exempt and Government Entities as a Revenue Agent and worked in Rulings and Determination department and Field Exam examining exempt organizations. He specializes in the areas of Child related Credits, Individual Tax returns and its schedules, and Exempt Organizations.

Dan graduated from University of Southeastern Philippines in 2002 with a Bachelor of Arts degree in Language and Literature. He earned his Master of Science in Accountancy in 2013 from University of Phoenix.
