This presentation summarized recent FASB activities, the standard-setting process, and selected current agenda projects.<br /><br />It first reviewed how the FASB sets standards: identifying topics, doing pre-agenda research, deciding whether to add a project, deliberating in public, issuing exposure drafts for comment, holding hearings when needed, redeliberating, issuing final standards, and supporting implementation and post-implementation review. Agenda decisions are based on whether a GAAP improvement is needed, whether feasible solutions exist, and whether the issue has a clear scope.<br /><br />The presentation then highlighted recently issued updates. A major one is the new disaggregation of income statement expenses standard, which requires public business entities to break out specified expense categories such as inventory purchases, employee compensation, depreciation, intangible amortization, and depletion, along with related “other” disclosures and selling expense definitions. It also covered proposed or recently issued changes on derivatives scope refinements and clarification of share-based noncash consideration from customers, as well as new authoritative guidance for accounting for government grants received by business entities. The government grants project covers recognition, measurement, presentation, disclosure, and multiple transition options.<br /><br />The deck also discussed several technical agenda items. One project would clarify when certain digital assets, including some stablecoins, can be classified as cash equivalents and would require enhanced disclosures. Another would simplify and improve equity method accounting, especially for determining significant influence and handling complex allocation structures like HLBV. A further project would replace the current probability-based model for subjective acceleration clauses with a trigger-based approach and expand related debt default disclosures.<br /><br />Finally, the presentation reviewed agenda consultation feedback gathered from more than 200 stakeholders and summarized how that feedback affected the Board’s priorities. Several topics were added to the technical agenda, others remain under research, and some were not added. The FASB plans to continue refining its agenda and issue a report summarizing stakeholder input and its impact.
